Marek Belka

Prof. Dr. Hab. in Economics
Born on January 9, 1952, in Łódź, Poland. After completing his economics studies at the University of Łódź in 1972, he began working at the Department of Economics of the same university. In 1978, he obtained his PhD, and in 1986, his habilitation. Since 1986, he has been associated with the Institute of Economic Sciences of the Polish Academy of Sciences. From 1978 to 1979 and 1985 to 1986, he completed research internships at Columbia University and the University of Chicago, and in 1990 at the London School of Economics. In 1994, he was awarded the title of Professor of Economics. He has published over 100 academic papers, mainly focused on monetary theory and anti-inflationary policies in developing countries. His expertise lies in applied economics and contemporary economic thought.
In 1990, he became an advisor and consultant at the Ministry of Finance, later moving to the Ministry of Privatization and the Central Planning Office. In 1996, he was appointed a consultant to the World Bank. Between 1994 and 1996, he served as the Vice-Chairman of the Social and Economic Strategy Council at the Council of Ministers, and subsequently as an economic advisor to the President of Poland. He served twice as Deputy Prime Minister and Minister of Finance: in 1997 in Włodzimierz Cimoszewicz’s government and from 2001 to 2002 in Leszek Miller’s government.
From 2004 to 2005, he was the Prime Minister of Poland.
Prof. Belka has held numerous positions in international institutions. From 2003 to 2004, he was head of the Coalition Provisional Authority’s Economic Policy in Iraq, where he oversaw currency reform, the creation of a new banking system, and economic supervision. From 2006 to 2008, he worked as Executive Secretary of the United Nations Economic Commission for Europe (UNECE), and in November 2008, he became Director of the European Department of the International Monetary Fund (IMF).
On June 10, 2010, he was appointed President of the National Bank of Poland by the Polish Parliament, assuming office on June 11, 2010, following his swearing-in by the Sejm, serving until June 21, 2016.
In January 2011, he was elected for a three-year term (extended by another three years in 2014) to the Steering Committee of the European Systemic Risk Board (ESRB). From November 2011 to October 2015, he also chaired the World Bank and IMF Development Committee. From 2012 to 2016, he chaired the Steering Committee of the Vienna Initiative 2 and from May 2013 to June 2016, was a member of the Central Bank Governance Group of the Bank for International Settlements (BIS) in Basel.
Prof. Belka was sworn in as a Member of the European Parliament on July 2, 2019, and is a member of the Committee on Economic and Monetary Affairs, a substitute member of the Committee on International Trade, a member of the Delegation for relations with the United States, and a substitute member of the Delegation for relations with Central American countries. In 2020, he was appointed to the Subcommittee on Tax Matters.
